The Municipality of Clarington’s objective is to conduct a fair, open and transparent prequalification process providing for equitable treatment of Proponents, while maintaining a high standard of integrity throughout the process.

This procurement is subject to the Canadian Fair-Trade Agreement (CFTA), the Comprehensive Economic and Trade Agreement (CETA) and the Ontario-Quebec Trade and Cooperation Agreement (OQTCA).

General Contractors must meet the qualifications and demonstrate their experience in completing projects of similar size, scope and complexity. Companies who meet the prequalification criteria as contained within the document will be invited to bid on the subsequent Tender for the new Operations Depot, Emergency Fire Station and Training Facility (ODEFSTF). It is essential that general contractors intending to bid on this project have the expertise, experience, technical skills, bonding / surety requirements, financial standing and sufficient capital and capacity to successfully complete the Tender work

The Municipality intends to prequalify General Contractors for this upcoming project.  Refer to Section 4 – Evaluation Criteria and Selection Process for details on how proposals received will be evaluated. Only General Contractors meeting the established passing threshold will be eligible and invited to submit a bid for the Tender.
