The purpose of this Request for Proposal (RFP) is to select a qualified consulting team to complete a comprehensive Road Needs Study and Asset Management Planning assignment for the Municipality’s complete road network, inclusive of all roadway classes. The assignment will include validation of the existing road inventory and available data, field condition assessment, development of a transparent and repeatable road condition and prioritization methodology, treatment and lifecycle recommendations, GIS compatible datasets, and financial scenarios to support capital planning and asset management reporting.

The Municipality intends to award the contract based on the proposal which best supports the Municipality’s requirements. The assignment includes review and refinement of the Municipality’s previous feasibility assessment work and completion of the investigations, coordination, consultation, approvals support, detailed design, tender assistance, and related deliverables required to advance the works to a tender-ready stage.
