The Municipality of Clarington (Municipality) invites qualified consultants to submit a proposal to provide professional consulting services for a Feasibility Study for the proposed expansion of the South Courtice Arena (SCA). The primary objective of this assignment is to evaluate the addition of two new NHL-sized ice pads (twin-pad expansion) to the existing facility, together with associated site works, servicing investigations, functional programming, and high-level order-of-magnitude cost estimates. This assignment is limited to assessing the feasibility of expanding the existing South Courtice Arena site. If the study determines that the site is not feasible, that conclusion shall be documented for the Municipality’s consideration; however, alternate site evaluation is not included in the scope of this RFP unless separately authorized by the Municipality. The scope of work includes comprehensive technical studies, site investigations (including land needs and servicing), functional programming, and the preparation of a preliminary rough order of magnitude cost estimate at the completion of the feasibility stage. This estimate shall be based on the functional program and findings of the technical investigations and is intended to support feasibility assessment and high-level decision-making. For the purposes of this assignment, this preliminary estimate is intended to provide an early indication of the potential overall project cost and may carry an expected accuracy range of approximately ±50%. The work is to be completed in accordance with the scope of work identified within the Request for Proposal document. |
