The Municipality of Clarington is seeking proposals from qualified consultants to develop a comprehensive GIS and GIS Data Strategy. This engagement will assess the municipality’s current GIS and data capabilities, identify gaps, and define future needs to establish a strategic, sustainable, and adaptable approach. The objective is to enhance data-driven decision-making, modernize data governance, and improve service delivery through an efficient and integrated GIS framework. The strategy will provide a clear implementation roadmap, ensuring that GIS operations support municipal priorities and enable better resource management, cost efficiencies, and improved transparency.

The Corporate GIS and GIS Data Strategy will evaluate how GIS and GIS data resources can be optimized to support digital modernization, service integration, and business intelligence initiatives. The strategy will outline a five-year phased implementation plan with a business case for prioritized initiatives. By becoming a data-informed organization, the municipality aims to improve administrative efficiency, leverage data insights for cost savings, and enhance customer service through faster response times and higher service quality. The work is to be completed in accordance with the scope of work identified within the Request for Proposal Document.

The Municipality intends to award the contract based on the proposal which best supports the Municipality’s requirements.
