The purpose of this Request for Proposal (RFP) is to select a qualified Proponent with the skills, resources, and experience necessary to undertake a municipal-wide whistle cessation study and policy development assignment for the Municipality of Clarington.

The assignment is intended to support the Municipality in understanding the potential implementation, operating, maintenance, and lifecycle implications of future whistle cessation requests across Clarington, developing a clear policy and process framework for such requests, reviewing current crossings and establishing a prioritization framework, evaluating alternative noise mitigation measures where appropriate, and considering performance information from the Bennett Road and Cobbledick Road CN Rail crossings following whistle cessation.[
